Kata # 7 is  an actual   test cutting (suemono-giri) form where the sword tester would have tested a blade by cutting through, either a body,  a piece of armour or a helmet.
Cutting through tatami-omote one should show sword control at the end of the cut by leaving just one layer of strands uncut and not cut into the base of the stand.
